1. The work includes the installation of approximately 1,100 linear feet of new 12-42 inch storm drain pipe, precast catch basins, t-base manholes, and vault structures, two (2) check valves at the Portland Fish Pier outfall and Maples Street CSO outfall (provided by the City), reconstruction of four (4) ADA ramp, associated construction for roadway trench repair, traffic control and other incidental work including support of existing underground utilities including water, natural gas, electrical, and telecommunications utilities during excavations. Utility protection plans stamped by a professional engineer are required where the proposed storm drain on Commercial Street crosses the existing water main in two (2) locations and stamped utility protection plans where the proposed storm drain crosses the existing 48” and 3’x4.5’ sewer mains on Commercial Street. The pavement restoration plan includes trench paving the storm drain trench on Commercial Street and striping and repaving a portion of the Portland Fish Pier parking lot and access drive. The pavement restoration and sequencing plan is included on sheet 13 of the plan set. Construction Phase 1 – Storm drain work on the Portland Fish Pier – New outfall to Commercial Street • The contractor may utilize the shaded areas labeled area 'A' and area 'B' on sheet 13 of the plan set for construction lay-down and general project operations during the phase. • Jersey barriers shall be placed along the centerline of the existing parking lot. The northern portion of the lot (north of the barriers) shall remain operational throughout construction. Jersey barriers are incidental to Pay Item 652.36 - Maintenance of Traffic Control. • Upon completion of the storm drain work associated with phase 1, the contractor shall: o Remove all pavement in the lower parking lot (from the jersey barriers to the southern edge, o Install new base pavement, o Stripe the lot, and o Reopen the lot prior to advancing work into Commercial Street • Final surface paving and striping shall be completed prior to final project completion. The contractor shall provide sufficient advance notice before final paving activities to coordinate with users of the impacted parking area. • Final surface pavement installation must occur after at least one full winter freeze-thaw cycle following completion of storm drain work. Construction Phase #2 – Storm drain work in Commercial Street – Maple Street to Center Street • Upon completion of Phase 2 storm drain work, the contractor shall: o Complete all required pavement restoration in the Fish Pier Access Drive and Commercial Street, and o Reopen the Fish Pier Access Drive prior to final project completion. • Final surface paving and striping shall be completed prior to final project completion. The contractor must wait for at least one full winter freeze-thaw cycle following completion of storm drain work before installing final surface pavement. 2. Dewatering and trench shoring means and methods shall be the contractor’s responsibility and are incidental to the project. Dewatering, shoring, and erosion control plans shall be submitted to the City for review and approval. Note dewatering and erosion control measures around the outfall must adhere to the US Army Corps of Engineers Pre-Construction Notification Permit attached (Attachment D). 3. The work will generally be located along Commercial Street and the Portland Fish Pier.
