Specifications include, but are not limited to:The State of Maine Department of Health and Human Services (Department) has now issued two (2) separate Request for Proposals (RFPs) related to its planned implementation of a new Business Rules Engine for the Department’s existing Automated Client Eligibility System (ACES). This RFP is the second RFP to be published, and is for ACES Modernization Independent Validation and Verification (IV&V) services. The first, previously-posted RFP, ACES Modernization Rules Engine, was for Business Rules Engine systems integration services. The Awarded Bidder for the this RFP, the ACES Modernization IV&V RFP, will review and monitor business rules system integration work completed by the Awarded Bidder for the ACES Modernization Rules Engine RFP. This RFP document provides instructions for submitting proposals, the procedure and criteria by which the Awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the Awarded Bidder. The Department, in partnership with Federal agencies, has initiated a targeted modernization initiative for its current enterprise eligibility determination system, ACES. The Department’s modernization strategy centers on using ACES as the core of a fully integrated eligibility platform. The ACES application supports more than twenty (20) of the Department’s programs including the administration of the Medicaid Program (MaineCare), Children’s Health Insurance Program (CHIP), Medicaid Waivers, Supplemental Nutrition Assistance Program (SNAP), and Temporary Assistance for Needy Families (TANF). The Department’s Federal agency partners for this initiative include: Agriculture/Food and Nutrition Service (USDA, FNS), Administration for Children & Families (ACF), and the Centers for Medicare and Medicaid Services (CMS). A critical component of the modernization initiative is the implementation and migration to a new Business Rules Engine for ACES. The new Business Rules Engine is expected to reduce the time and complexity for implementing business rule changes that are required to support eligibility determinations for programs supported by ACES
