Specifications include, but are not limited to: This Request for Proposals (RFP) is issued by the State of Louisiana, Department of Public Safety and Corrections, Youth Services, Office of Juvenile Justice (herein referral to as YS or the State) for the purpose of selecting a contractor to provide Tracking services for youth who are under the supervision of Youth Services (YS). A Tracker program is a community-based program designed to provide behavioral monitoring and supervision to youth between the ages of 10 and 21 who are in home placement under court ordered supervision. These youth are at risk of removal from the home. Juvenile justice Tracking shall be the one-on-one interaction of law-abiding members of a community with delinquents or juveniles “at risk” of becoming delinquent, with the aim being to prevent or reduce the juvenile’s involvement in law-violating behavior (Jones-Brown 1997) -Referred youth are under the supervision or in the custody of YS. The purpose of a Tracker Program is to provide the following non-negotiable services: Daily monitoring by program staff who are required to make face-to-face contact with youth at least once per day. Development of a plan based on instructions from OJJ regarding check-ins, curfew, etc. Consulting with parents on a daily basis to confirm compliance with conditions set forth by the probation officer and court. Conducting periodic meetings to address the youth’s progress in the program. These meetings will consist of addressing behavior problems in the home and school, providing guidance, support, education, consultation to the family and empowering the parents to take initiative and follow through. Weekly contact with the youth’s school to ensure compliance and note any behavior issues. Immediate notification to the probation officer upon crisis (i.e.: arrest, family abuse, neglect, runaway, etc) Updates submitted to the probation officer according to plan developed with OJJ. Monthly status reports to the probation officer
