The City of Alexandria intends to contract with a qualified proposer to develop, implement and performa flushing program throughout its water distribution system. This RFP will cover a system-wide flushing program. The proposer shall provide all labor, supervision, tools, equipment, materials, and incidentals necessary to perform the Program for the City's various diameter (42" - 2") potable water distribution mains, including flushing sequence development and implementation. This is not an on-call contract and the selected Contractor shall provide development and implementation for all Program services for the City's water system. The City will provide support for the project areas of the Program implementation by verifying the accessibility and functionality of valves and hydrants. A. B. C. D. Contract Kick-off Conference 1. An initial Contract Kick-off Conference will take place after the selected Contractor agreement is approved by the City's Governing Board. Additional meetings pertaining to this contract will be scheduled as needed, when requested by the City. A minimum of one meeting will be required each month throughout the duration of the Program. 2. Contractor shall submit an updated project schedule and list of anticipated activities for the following week on a weekly basis to the City. 3. Contractor shall submit a detailed and complete project schedule, materials/manufacturer's list, request for sub-Contractor approval, and emergency contact list at the Contract Kickoff Conference. Duration 1. The Program for the City's water system by Contractor will occur in four (4) periods of a duration determined by the Contractor. Each period the Contractor will flush approximately one-quarter or (approximately 120 miles) of the City's 42" to 2" water mains: 2. The City will evaluate the 1st period of water main flushing performed and if found to be acceptable, the City will direct Contractor to schedule and conduct the remaining flushing periods. If the 1st period flushing services are found unacceptable, then no further services will be requested from the Contractor. 3. If mutually agreed to by the City and the Contractor, and with 90 days written notice, this Contract may be renewed annually for up to two additional 365-day terms. The maximum term of the contract plus all extensions shall be a period of three (3) years. Staffing 1. Contractor shall provide sufficient labor and supervision in order to complete the Program in a timely manner. Preference is given if the Contractor will provide at least one (1) Louisiana certified operator in water distribution. Contractor Responsibilities 1. Contractor shall obtain written permission for access to private property where easements are inadequate. 2. 3. Contractor shall have the ability to communicate and meet in person with City personnel at all times. Contractor shall provide the City with the cellular telephone number of the assigned Project Manager and must be able to be reached when services (including emergency services) are needed. 4. Contractor shall make every effort to prevent turbid water in homes and businesses while performing the scope of work.
