Specifications include, but are not limited to: WATER UTILITIES STRATEGIC PLAN. The City is interested in selecting a consultant to coordinate the development of a customerdriven Water Utilities Strategic Plan. The purpose for the development of a strategic plan is toensure programs, services and infrastructure are aligned with the customer needs andexpectations. To establish an effective strategy for the long-term sustainability of the utility, theplan needs to incorporate compliance with regulatory agencies; consideration of the need forpublic education; development of conservation initiatives; determination of re-investmentstandards; and direction to manage other pressures upon the future service capacity of the utility
