1. Provide all reflective decals with 3-M Brand 680-CR series Scotchlite sheeting with coating as recommended by 3M. 2. Provide all non-reflective decals that are printed or thermal die cut with 3-M Scotchcal High Performance Series 3650 sheeting with coating as recommended by 3M 3. Decals must be consistent in uniform to style, color and wear integrity to Scotchcal or Scotchlite 3M brand decal sheeting. 4. It is the intention of the City of New Orleans to keep its fleet of equipment standard with the same materials currently used on the New Orleans Police Department, Fire Department and Emergency Medical Services equipment, as well as other City departments, and as the best match possible when partial decaling is required due to vehicle accident repairs 5. Decals shall be thermal die cut according to specifications provided by the City of New Orleans, and must match the exact lettering style, color, coating and appearance asrequired by the City. 6. Decal specificationsshall meet the requirements asset forth by the 3-M Manufacturers specifications for Scotchlite and Scotchcal series film. 7.Decal specifications and designs as required by the City of New Orleans will be provided as selected and determined by the New Orleans Police and Fire Departments, and the Equipment Maintenance Division. 8.Contracted vendor shall provide a complete parts and labor warranty of two (2) years for all services and work provided under the provisions of this contract not covered by the material warranty 9.Install decals on City vehicles and equipment in a manner approved and endorsed by the 3- Manufacturer, and accepted by the City of New Orleans. If the paint of finish is marked or blemished by the contractor to the extent that refinishing is required, the Equipment Maintenance Division, orits appointing authority, may inspect the damage and determine the contractors' liability. All painting, refinishing, or any other work coordinated by the contractor, under the provisions of this section, must be approved and authorized by the Equipment Maintenance Division, or the authorized requisitioning City department. 10.Remove existing decals from vehicles and equipment (as required to install new decals) in such a way asto minimize the marking and/or blemishing of the existing paint or finish. If the paint of finish is marked or blemished by the contractor to the extent that refinishing is required, the Equipment Maintenance Division or its appointing authority may inspect the damage and determine the contractors' liability. All painting, refinishing, or any other work coordinated by the contractor, under the provisions of this section, must be approved and authorized by the Equipment Maintenance Division, or another authorized requisitioning City department. 11.Contractor must include labor rate for removal of decals. The removal of decals under this rate is only for complete equipment decal removal that will not require new decal installation afterwards. Markings and other blemishing are acceptable with this decal removal type. 12.Contractor shall provide decal design services to the City, related to the design, fabrication, material, application and the provision of all decals, including new designs to be used exclusively by the N.O. Police Department as follows: a. New wave design decal designed by the New Orleans Police Department for the application on new police vehicles and equipment, and the future standardization of older police units and equipment. b. All decals shall be printed in light blue 3M #86 and dark blue #281, transparent inks on 3M #680-10 white Scotchlite 3M brand. c. Decals must be laminated with a 2 mil cast vinyl, 3M brand # 8519, that protects the material and the printing inks against fading, cracking, peeling and abrasions. d. Decal stripping, lettering, Star & Crescent and City logos must be perimeter diecut with computer CAD system flat bed cutter to assure exact perimeter cutting and precise size and shape of all images. e. Multi color lettering to be pre-spaced and pre-masked on a one piece liner using SCPS- 2 masking. f. Decal kits are to be cut on one (1) pc. of Scotchlite material and on a single sheet that shall be packaged in a box labeled with vehicle type to assure protection from damage and ease of inventory control. 13.The following description is a typical decal design layout for a new Chevrolet Tahoe. a. "Police" letters, 7"high x 51" b. "New Orleans" letters, 2.25" x 22" c. "Emergency 911" letters, 27" x 6" d. Vehicle Unit numbers, 3" high 4 readings e. Star & Crescent 11" diameter f. Fleur de Lis, three (3) color logo, 8" diameter g. "New Orleans Police windshield logo, white, 2" high x 46 curved Note: The above were sample decals for Chevrolet Tahoes. The N.O.P,D. may request additional new designs on other vehicle applications including sedans, SUVs, vans and pickup trucks, which will require additional designing and fabrication services. 14. Successful bidder must have a full service facility capable of fabricating and installing reflective decals as requested.
