Specifications include, but are not limited to: The uptown portion of the Port of New Orleans is considered a Restricted Area as defined in the Marine Terminal Security Act. The security officer positioned at the Facility Access Stations will be responsible for insuring that all requirements for truckers, commercial vehicles, private vehicles, and pedestrians to enter a Restricted Area are met, including the requirements of the Transportation Workers Identification Credential (TWIC) program. The Felicity Street and Napoleon Avenue F.A.S.s are to be manned by one security officer 24 hours per day, 7 days per week. The Nashville Avenue is to be manned by one security officer 0600 -1800 Monday Friday, excluding holidays. A Supervisor security officer is to be on site, rotating between the F.A.S.s, 8 hours per day, 5 days per week. Security officers on the day shift may be unarmed. Security officers on the night and weekend shifts are to be armed. All security officers shall be qualified and registered in accordance with the provisions of LSA R.S. 37:3270 et seq. The security company shall provide 24-hour dispatch and management staff which will monitor the security officers at all times. The Supervisor and the security company management shall inspect the F.A.S. and its security officers routinely during the shift. The security company shall be considered an independent contractor and shall provide all insurances and indemnifications as required by the Board. The security company and its security officers shall have a complete working knowledge of the Boards Facility Security Plan and its requirements. Security officers, supervisors and management staff shall interact with the Boards designated Facility Security Officer, other Harbor Police Department staff, and the Boards management staff on a routine basis. All security officers and Supervisors are to handle their required duties in a knowledgeable, professional and courteous manner.
