DESCRIPTION: This item consists of sweeping the inside and/or outside shoulders of the roadway and/or ramps and/or bridges. CONTRACTOR REQUIREMENTS: All bidders must possess the following qualifications: Bidders must enforce a drug free environment that requires a pre-hire and random drug screens on all employees. All drivers must have a CDL appropriate for the machinery as well as up to date DOT medical card. NOTICE TO PROCEED: A Notice To Proceed shall be issued per cycle. The contractor shall begin each cycle of sweeping under this Contract within seven (7) calendar days of the Notice to Proceed from the Engineer. Failure of the contractor to begin work after notification within the specified time or failure to prosecute the work with sufficient personnel and equipment to complete the work within the allotted time shall be a breach of this Contract. DAILY RECORD KEEPING: The Contractor shall keep a daily record of labor, equipment, and work accomplishment. DOTD will supply the forms for the Contractor’s use. The project number, name of the project (Contract Sweeping), weekday, and date shall appear on each report. The report shall be completed as follows: For Labor (foremen, operators, laborers), under Daily Number list the total number of each on the job; For Equipment (Sweeper, Shadow Vehicle, Warning Vehicle, Police, Signs), under Daily Number list the total number of each on the job; Under Work Accomplished, mark the daily locations of curb miles swept Total estimate of cubic yards of debris collected The Contractor shall record and document the amount of debris collected and remit landfill receipts to the Engineer for verification and recording. Each day of the cycle shall have a separate report. The first day’s report shall be Report Number 1, and each subsequent day’s report shall be sequentially numbered until the Engineer accepts the cycle as satisfactorily completed. If the contractor does not perform any work on a day during the cycle, a report indicating “no work” shall be submitted for that day. The Contractor’s on-site representative is to sign the form in the space labeled “Inspector Signature.” Completed daily records must be submitted to the Engineer representative prior to invoice processing. DISPOSAL: Removal and disposal of debris during the cleaning operation shall be the responsibility of the contractor. All debris must be disposed of at a licensed disposal facility appropriate for roadway debris. Copies of all disposal receipts from the licensed facility shall be submitted to the Engineer for verification and recording. All landfill fees shall be the responsibility of the contractor. EQUIPMENT: Sweepers must be of a model and year approved by the DOTD and be equipped with the following: Equipment must be mounted on a minimum 32,000 GVW chassis. At minimum, must use a mechanical broom type sweeper equipped with a high dump function, minimum four (4) yard hopper, dust suppression and dual driving controls. Dual gutter brooms. Equipped with a 30”x 60” (Type B) or larger directional arrow board. Minimum of two (2) 7x9 high intensity LED strobe lights mounted on rear. Follow (shadow) Vehicle must be of a model and year approved by the DOTD and is equipped with the following: Minimum of 25,000 GVW dump truck. Two (2) 360º strobes mounted on top of 48” x 96” directional arrow boards. Minimum of four (4) 7x9 high intensity LED strobe lights mounted on rear of truck. 62 mph Truck Mounted Attenuator (TMA) that is designed to meet NCHRP 350 requirements TL3. Warning Vehicle must be of a model and year approved by DOTD and is equipped with the following: Truck mounted PCMS; or Trailer mounted PCMS; or Flashing light and appropriate lane closure sign, (W20-5, 48”x 48”).
