Eeking a firm with the experience, capabilities, and qualified available staff to perform and provide a full and comprehensive vulnerability assessment report of the port system which includes the Port Fourchon/LOOP Area. This assessment report is to include a complete review of existing assessments, and will identify and define all critical infrastructure nodes, required individual security components, as well as all safety and compliance vulnerabilities. This assessment is to also consider the cybersecurity vulnerabilities of the information technology systems and infrastructure implemented by both the Port (and its tenants) where appropriate. The geographic area of consideration encompasses all infrastructure and facilities, public and private, in the Port Fourchon/LOOP Port Area. This assessment shall incorporate information contained in MSRAM III, and will cover all aspects of maritime security from the ability of developing a common operating picture for the area of operations to the capabilities of available response and recovery of assets. It is important to note that the GLPC also operates the South Lafourche Leonard Miller Jr Airport immediately adjacent to the LOOP land-based infrastructure, and as such, the Airport is to be given due consideration in this project. The review of existing assessments and analyses will require site visits and access to all stakeholders in the project including local agencies, authorities and contractors, including a robust stakeholder engagement process.
