PROPOSAL TO PROVIDE CONSULTANT SERVICES The Peters Road Bridge project will extend Peters Road (LA 3017) from Jefferson Parish over the Intracoastal Canal and onto LA 23 in Plaquemines Parish. The project was originally split into four phases: Phase 1 built the southern portion of the extension in Plaquemines Parish. Phase 2A will build the northern portion of the extension in Jefferson Parish. Phase 2B will build the interchange between the extension and Engineers Road. Phase 3 will build the bridge over the Intracoastal Canal. Phase 1 Construction is complete. The final design for Phases 2A and 2B has been completed. Phase 3 was completed to the 60% Final Plan stage. The original plans for the proposed Peters Road Bridge were designed for a 100 ft. vertical clearance over the Intracoastal Canal. However, the nearby Belle Chasse Bridge is being constructed with a vertical bridge clearance of 73 feet, thus setting a precedent for a potential redesign of the Peters Road Bridge. Under this project, the required vertical clearance over the Intracoastal Canal for Peters Road shall be determined and the proposed bridge shall be revised accordingly. The revised design shall use the latest AASHTO and DOTD standards and specifications. In the course of optimizing the design, changes to Phases 2A and 2B shall also be considered. The original Environmental Assessment resulted in a Finding of No Significant Impact (FONSI). A supplemental EA will be required to reflect the revised design. SCOPE OF SERVICES 1. Determine required vertical clearance for the proposed Peters Road Bridge The Consultant shall review all existing documentation and prepare a navigation study to determine the required vertical clearance for the proposed Peters Road Bridge.
