The City of New Orleans has identified five (5) project drivers in support of the outsourcing ofCity payroll services. These project drivers are presented below:-Mitigation of Existing Risk to the CityThe current mainframe Payroll and Time/Attendance Systems (AHRS, HRTS and TRIPS)are difficult to use, expensive to maintain, make data access difficult, and suffer from dataconsistency issues. As a result, it has become increasingly difficult for the City to ensureaccurate payroll cycles.-Business Changes. Business changes are occurring at an ever-increasing. The requirements to support new waysof doing business and new business information are exceeding the flexibility and capabilitiesof the City's existing mainframe, legacy system.-Performance ImprovementsThe processes that were meant to be supported by legacy systems are now outdated andrequire extensive manual intervention by both the City's Information Technology andInnovation (ITI) and Payroll teams. The City anticipates that hosted vendor services willallow direct access to data, the ability to enter transactions with appropriate user accessauthority, and automated workflows.-Improved Efficiencies The current manual time entry process is very labor intensive andtakes significant time to complete. The City hopes to realize more efficiencies, andpotentially cost savings, by automating this process.-Coordination with the City's ERP StrategyConcurrently, the City is exploring an ERP solution to replace its core business systems.Due to the risk associated with the current payroll system, the City determined that animmediate solution was needed for its Payroll and Time /Attendance applications. Vendorsshould be advised that any hosted payroll solution will need to be coordinated with that ERPand will require interfaces once an ERP implementation begins. Specifically, the vendor willbe responsible for a) initially interfacing the hosted solution to the City's legacy systems b)interfacing the hosted solution to the ERP solution once it is in place then c) potentiallytransitioning the hosted solution to a City-managed solution subsequent to the base term ofthe agreement.The City requires the option to implement a Payroll and Time/Attendance system in house inthe future. As a result, the Vendor must support the ability to re-integrate the system in-house at the City's discretion. Regarding the ERP, the City plans to evaluate Payroll and HRfunctionality as part of an ERP system, separate from the issuance of this RFP. The City atits sole discretion reserves the right to continue with the hosted service or replace it with thePayroll and Time /Attendance components as part of the ERP solution No additional specifications were given.
