The successful bidder shall provide over-the-road vehicle services to support the evacuation of vulnerable populations. Those deemed fit (as determined by medical triage staff) will board and ride on a contracted vehicle to a designated shelter facility. While the most common evacuation purpose is a hurricane, this contract may be activated for a wide variety of notice and no-notice events. It may be activated either pre or post incident. The requirements for an emergency evacuation caused by a notice incident (other than a hurricane) or a no-notice disaster response may involve different numbers and/or estimates. The successful bidder shall follow Federal Motor Carrier Safety Administration (FMCSA) rules and regulations. The successful bidder shall provide: 1. For-hire transportation of passengers; 2. An American Disabilities Act (ADA) equipped evacuation capability; 3. Transportation of up to two small caged pets per evacuee aboard each transportation asset provided; 4. Accessibility to fleet services or a demonstrated ability to acquire a major fleet or fleet services; 5. Movement control/24-hour emergency dispatch; 6. Fleet management; 7. Management and integration of transportation requirements at the State, Parish and municipality level in Louisiana; and 8. A representative to the Jefferson Parish EOC or other designated location within 18 hours of contract activation.
