Provide technical assistance on safety performance management and safety performance measure target setting; Identify and prioritize key emphasis areas and strategies that have the greatest potential to reduce highway fatalities and serious injuries and focus resources on areas of greatest need; Provide technical assistance regarding engineering, management, operations, education, enforcement, and emergency services elements of highway safety and safe system approach as key features when determining SHSP strategies; Provide technical assistance on highway safety best practices in focus areas for strategies in each emphasis area including advanced data driven safety analysis technical assistance for HSM 2 methodologies; Provide technical assistance for the development and implementation of key SHSP strategies statewide with various safety stakeholders including Local Public Agencies and Tribal communities; Provide technical assistance to DOTD and SHSP stakeholders with emphasis area plan development for both statewide and regional action plans including processes for implementing strategies in each emphasis area and processes to measure effectiveness; Review and evaluate the updated SHSP for consistency with the results of State, regional, local, and tribal transportation and highway safety planning processes (e.g. Highway Safety Plan, Commercial Motor Vehicle Safety Plan, etc.); Develop a statewide strategic marketing plan, which could include a demographic analysis by region, for each emphasis area identified in the updated SHSP. The marketing plan could potentially identify and recommend specific advertising and outreach methods for the targeted audiences found in the above demographic analysis; Provide promotional materials targeted to specific audiences at the regional and state level for each emphasis area which may include but not limited to graphics, informational websites, media advertisements, social media messaging, PowerPoint presentations and newsletters for use with annual campaign calendar, special outreach events, and in promotion of the SHSP by safety stakeholders; Develop and demonstrate potential evaluation tools or mechanisms to measure the effectiveness of implemented strategies in the SHSP, based on analysis of current safety data or public surveys. Tools could include HSIP countermeasure evaluation methodologies; Provide support and assistance in planning and coordination of the Louisiana Highway Safety Summit
