Task 1.0 – Stage 0 Feasibility Studies - The Consultant shall conduct Stage 0 feasibility studies as requested by DOTD’s Highway Safety Section to assess if a project is feasible and should progress into the project development process. The Stage 0 studies/checklists must be prepared as outlined in DOTD’s Project Delivery Manual and Stage 0: Manual of Standard Practices. 1. Develop preliminary purpose and need. 2. Identify initial project concept to address need. 3. Conduct preliminary environmental review, value planning/engineering assessment, and constructability review. 4. Develop preliminary scope and estimate for initial project concept. 5. Identify expected funding sources. Task 2.0 – Traffic Engineering Study - The Consultant shall perform traffic engineering studies locations identified as having high potential for safety improvements to identify appropriate alternatives to mitigate the safety concern. Studies will follow DOTD’s Traffic Engineering Report and Process: 1. Identifying a safety concern through crash history and existing conditions. 2. Analyze and compare potential alternatives. 3. Recommend an alternative to mitigate the concern. Task 3.0 – Road Safety Assessments - The Consultant shall facilitate, conduct, and prepare Road Safety Assessments (RSA) for locations agreed upon by the DOTD Project Manager. Potential RSA locations will be reviewed by the Consultant in conjunction with the DTOE and/or System Pavement Management Section (Pavement Preservation/Rehabilitation/Replacement (PRR) Program Manager). Locations for consideration are those with the following criteria: 1. High Potential for Safety Improvement/Abnormal sites identified from statewide network screening and/or over-representative percentage of crash types, 2. Local sites listed on the top 20 parish crash data profiles, or 3. Formal requests from the regional safety coalitions...
