Specifications include, but are not limited to: The project shall result in a Feasibility Study, Master Implementation Plan, and Replicable CommunityModel designed to include arts and culture as tools to build on and expand ongoing communityredevelopment activities. The planning should also complement work currently being done to restoreand reopen a historic African American cultural venue, The Lincoln Theater. The process shall explorecurrent artistic programming, multiple real-estate scenarios for new development and redevelopmentopportunities, and possible education and workforce development opportunities through arts andculture. The consultant team must provide development options that are ambitious, but achievable.The plan should detail existing community and cultural assets in the Old South Baton Rouge communityin addition to identifying opportunities to link those assets with those outside the target community ofOld South Baton Rouge. The Master Implementation Plan will be used as a tool to seek potential publicand private investments to implement the project
