Specifications include, but are not limited to: The consultant(s) must present a high level of experience and expertise in criminal justice policy and practice. At a minimum, the consultant(s) will be responsible for completing the following tasks: 1. Present research-based and data-driven analysis on national best practices on the following topics: o Housing of state inmates, work-release and re-entry programs. o Mental health and substance abuse treatment and programming within jails. o Pre-trial release and other diversionary programs. o Funding mechanisms for jails. o Bonding schedules. o Racial disparities in length of stay. o 2. Facilitation of the implementation of an effective pre-trial release program. 3. Monitoring and oversight of crime rate and arrest patterns and provide monthly updates on trends to the City of New Orleans and all criminal justice stakeholders about the following key indicators: o Reported crimes by type of crime o Arrests by type of crime o OPP admissions by type of admission o OPP releases by type of release o Current OPP population by legal status, by gender, by race, by offense
