Specifications include, but are not limited to: This Request for Proposals (RFP) is issued by the Governors Office of Homeland Security and Emergency Preparedness (GOHSEP) (hereinafter referred to as the State) for the purpose of: To identify a contractor to create a working relationship with a firm that will work with the GOHSEP Statewide Hazard Mitigation Community Education and Outreach (CEO) team and establish vision and goals for the promotion of the states Educate to Mitigate program, and to provide support to the State as well as support to the Contractor in each of their endeavors to obtain and provide assistance for GOHSEP in the delivery of its educate to mitigate message, including its investments in strategic planning and direction, graphic design and production, message development, visual identity and consistency, paid and earned media, support of existing getagameplan.org website, marketing collateral, project management, consumer research and other promotional, marketing and advertising-related services and the selected Contractor is willing to assist the State in these endeavors. All of this will help improve education and outreach efforts to state agencies, parishes, municipalities and the citizens of Louisiana regarding potential impacts of hazards and the identification of specific measures that can be taken to reduce their impact.
