1. GENERAL SPECIFICATIONS: The primary intent of this Invitation to Bid is to obtain quotes to provide for wireless data and equipment services, cell phone service and voice and data service. These services should include, at a minimum: (1) Unlimited cellular minutes of talk time. (2) Unlimited SMS/MMS text messages. (3) Unlimited mobile data. (4) Nationwide roaming and long-distance calling/texting/data usage; and (5) Cellular devices, both telephones, WIFI and tablets, made by at least two (2) major manufacturers, including but not limited to Apple, Samsung, LG, and Google. The respondents should clearly demonstrate their ability to provide the above, as well as provide a narrative response to the following questions: (1) Please provide a complete listing of all cellular devices available to the city under your proposal. (2) Please provide a complete listing of all cellular service (data/text/talk) plans available to the city under your proposal. (3) What is your implementation/migration strategy for the city? (4) What is your service area and coverage locally, nationally and internationally? (5) What is your upgrade policy for devices? (6) What is your maintenance and repair policy for devices? (7) What are the details of the insurance plans offered by your company? (8) What customer support features do you offer, including billing and technical support? Respondents must be a supplier of wireless data, equipment and services to at least three (3) institutional or governmental clients of a comparable size. a. Provide web-based/on-line ordering and administration of accounts for the City of New Orleans, Office of Community Development, separate from any other City department(s). b. Provide 48-hour delivery on new or replacement equipment. c. Provide a new carrier transition plan with a bid response.
