Specifications include, but are not limited to: The State of Louisiana needs one (1) orphan well plugged and abandoned in the Humphreys South Field. The Project Site is located in Terrebonne Parish, Louisiana, along the south bank of the GIWW located in Section 058, Township 17S, Range 15E at NAD 83 coordinates (Latitude: 29.5557000. Longitude: 90.91749609) and is under the jurisdiction of the Office of Coastal Protection and Restoration (OCPR) Lafayette District Office. The well head is approximately 4 below the water surface and approximately 100 ft. from the southern bank of the GIWW. The Project Site is accessible by boat from the Gulf Intracoastal Waterway. Appendix D of the solicitation lists directions to the available launches. The Contractor shall provide all labor, materials, and equipment necessary to perform the Work. The Work shall include, but not be limited to, mobilization and demobilization at the Project Site, installation of caisson around the existing wellhead and pump out to obtain a visual inspection of the casing, top cement to 20 below the existing mud line (if necessary), check casing annulus for cement and place a 50 cement plug from -70 to -20 below the mud line in the 20 x 13 3/8 annulus, mechanically cut all casings a minimum of twenty (20) feet below the existing mud line, remove and dispose of all equipment, material and debris associated with the past well operation of this well, restore any bottom damage caused by removal operations and remove existing warning sign. The Work shall be performed in accordance with these Specifications and in conformity to lines, grades, and elevations shown on the Plans or as directed by the Engineer. Quantity calculations, layouts, shop drawings, and construction sequencing of these items shall provided in the Work Plan.
