This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.
In accordance with the procedures in FAR Part 5 and 12, this Request for Quote (RFQ), number 1232SA25Q0942, is available through electronic commerce via the System for Award Management (SAM) at www.sam.gov. This RFQ is being issued under the North American Industry Classification System (NAICS) Code 334516 - Analytical Laboratory Instrument Manufacturing. The applicable small business size standard is 1,000 employees.
The resulting purchase order will be a firm-fixed price with delivery within sixty (60) days of contract award. All deliveries shall be made FOB Destination to the location specified in the contract.
The resulting award will include one (1) line item as listed below:
Line Item 0001 – Olympus model BX53 Upright Microscope with Phase Contrast and Fluorescent Observation or comparable. Quantity: 1 LOT
This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2025-05 August 7, 2025 (Attachment 1).
Vendors are required to be active and registered in the System for Award Management at www.sam.gov when submitting a quote and at time of award (FAR 52.204-7(b)(1).
Quotes are due no later than September 22, 2025, 10:00 AM Eastern Time. Quotes must be submitted electronically, e-mailed to osvaldo.rodriguez@usda.gov; no faxed or hard copy quotes are allowed.
The quote must be on company letterhead (or similar markings, clearly identifying vendor name and address) with the subject solicitation number detailing the item description, unit price per item, total price, and valid for at least 30 days after receipt of quote. Failure to provide all information may result in a quote being determined as non-responsive without discussion. All responsible sources who submit a timely and complete quote will be considered for award.
The quote must identify the commercial item (Make and model number) referenced in the solicitation or provide the descriptive literature such as illustrations, drawings, or a clear reference (Make and model number) of a comparable item that meets the provided specifications.
