The firm selected will provide comprehensive architectural and engineering services for the Assumption Parish Courthouse Renovation Project. All services must be performed in compliance with the Community Development Block Grant–Disaster Recovery (CDBG–DR) Program requirements and Exhibit C of the Cooperative Endeavor Agreement. Responsibilities include, but are not limited to: • Prepare construction-ready plans and specifications for all aspects of the renovation, including final bid documents. • Coordinate with the Louisiana Office of Community Development – Disaster Recovery (OCD-DR) to ensure NEPA compliance and complete the Environmental Review Record (ERR). • Ensure compliance with Section 3, SHPO coordination, and Davis-Bacon and Related Acts (DBRA), including wage interviews, payroll review, and labor standards monitoring. • Address structural stabilization and upgrades for life safety and code compliance. • Incorporate resilient design using modern building codes, durable materials, and hazard mitigation measures for flood and wind resistance. • Recommend improvements to reduce long-term maintenance and extend the facility’s useful life. • Provide technical criteria, written descriptions, studies, reports, and design data for Parish use in filing applications for permits and/or obtaining necessary governmental approvals. • Advise the Parish on adjustments to the latest opinion of probable total project cost caused by changes in scope, design requirements, or construction costs, and furnish updated cost estimates. • Prepare the construction bid package, in coordination with the administrative consultant, to meet federal requirements, including advertising, tabulation, and award process, bid opening, and issuing the notice to proceed. • Conduct a preconstruction conference with the assistance of the administrative consultant. • Provide field staking, on-site supervision of construction work, and prepare inspection reports. • Review and approve contractor invoices and submit approved invoices to the Police Jury. • Provide reproducible as-built plans for the Parish upon project completion. • Conduct final inspection and testing. • Assist in guiding the contractor to meet applicable federal requirements.
