If a contract is awarded, the AHB Hearing Officer shall: Review and familiarize themselves with relevant City codes and ordinances, Louisiana law, and City-provided training materials. Work with City staff to schedule administrative hearings to adjudicate alleged code violations. Disclose personal and professional relationships with individuals, companies, or other entities that become parties to administrative hearings to ensure the prevention of any potential conflicts of interest. Conduct prehearing conferences to assist with the settlement of alleged violations, if requested by any party. Rule on requests for continuances, the production of documents, etc. Issue orders compelling the attendance of witnesses and alleged violators (to be enforced by City Court). Swear witnesses and contemporaneously rule on the admission of evidence, testimony, and related objections. Render administrative judgments in a fair and unbiased manner, ensuring the City meets its burden of proving violations and affording alleged violators with the opportunity to be heard and all other due process rights and safeguards. Levy fines, fees, penalties, and hearing costs against proven violators. Order violators to correct violations within a stipulated time, and take necessary and lawful measures to effect the corrections of the violations Build a clean record that may be reviewed on appeal by the state district court. Maintain a high degree of professionalism, and treat alleged violators and City staff with dignity and respect. Administer all cost accounting and billing relative to the contract. Any other task reasonably related to performing the requested services and contracting with the City of Alexandria.
