General: This contract is for two years with an option to renew for an additional year upon mutual agreement by successful bidder and St. Charles Parish. St. Charles Parish requires bulk fuel on an as needed basis per the following: 1) Diesel Fuel – Low Sulfur Diesel Fuel and Red Dye Low Sulfur Diesel Fuel a. Low Sulfur Diesel Fuel #2 Distillate – New Orleans Average Weekly Rack 2) Regular Unleaded 87 Octane Gasoline – NO ETHANOL – New Orleans Average Weekly Rack 3) This bid shall be used for all East Bank locations as specified. • Award will be made to one vendor bidding the lowest markup overall. Bidders must bid on all items. • The successful bidder shall supply all equipment required to deliver fuel as needed by St. Charles Parish. Quantities: • No specific quantities are guaranteed. • Only quantities needed by the department during the contractual period will be ordered. BULK FUEL - Vendor Pricing: • The mark-up shall include all applicable charges for delivery and overhead. • The mark-up price shall remain firm throughout the entire term of the contract. • Price increases, or decreases will only be acceptable from the average OPIS prices published weekly. Adjustments will be made in accordance with the average OPIS price listed for terminal location. • No additional charges will be allowed. • The vendor mark-up price per gallon shall be noted on the bid form. • Successful Bidder shall furnish a weekly copy of OPIS with invoices. Failure to comply may result in termination of this agreement. BULK FUEL - Base Price: • Price will be OPIS weekly unbranded rack average Thursday posted previous week average. • OPIS price published previous Thursday will be used for deliveries made Monday-Sunday of the following week issued. o Diesel: low sulfur diesel fuel #2 distillate – New Orleans Average Weekly Rack o Gasoline: Unleaded 87 Octane (no ethanol) – New Orleans Average Weekly Rack • For bidding purposes bidders shall provide a total price break down sheet with bid submission using the OPIS Newsletter pricing for New Orleans, Louisiana issued 03/13/2025 Bidders shall provide a copy of OPIS index newsletter with the bid.
