ADVERTISEMENT FOR BIDS
Sealed Bids for the construction of Phase 1F – Additional Cross-Country Trails, 1North Adventure Trails, Caddo Parish, LA (Project No. 25-04; Contract No. RRW-857) will be received by the Red River Waterway Commission (Owner) by mail or in-person at the office of the Red River Waterway Commission, 5941 Highway 1 Bypass, P.O. Box 776, Natchitoches, LA 71458, or electronically at www.bidnetdirect.com until 2:00 PM local time on Wednesday, September 3rd, 2025, at which time the bids received will be publicly opened and read aloud. Any bid received after the specified time and date will not be considered and returned unopened.
The project engineer is KSA Engineers, Inc., 1111 Hawn Avenue, Shreveport, LA 71107 (Engineer). For any project-related inquiries, please contact Mr. Clay Murry, PE at cmurry@ksaeng.com.
The project consists of constructing over eight (8) miles of new cross-country trails (mountain-bike optimized) through the rolling terrain of the RRWC’s new 547-acre recreation area, 1North Adventure Trails, along LA 1 in North Caddo Parish near Blanchard, LA. The new trails will include green and blue difficulty levels with bridging, boardwalks, puncheons, and minor drainage improvements.
To bid and perform work covered by these Bidding Documents, the bidder must be a Louisiana licensed contractor with at least one of the following classifications or subclassification:
- Classification I – Building Construction
- Classification II – Highway, Street, and Bridge Construction
- Subclassification of Earthwork, Drainage, and Levees under Highway, Street, and Bridge Construction
This project will require unique contractor skills, experiences, certifications and machinery due to its specialized nature. The bidder, and/or his team of subcontractors, shall collectively in whole, meet certain trail building requirements as outlined in the Trail Builder Requirements Attestation.

Bids shall be on a unit price basis as indicated in the Bidding Documents.

Bidding Documents may be obtained electronically by the prospective bidders or suppliers at www.bidnetdirect.com at no charge. Additionally, digital copies of the Bidding Documents can be obtained in-person on bidder or supplier provided storage media (e.g., thumb drive, flash drive) from the Owner’s office.
Pursuant to L.R.S. 38:2212.E.(1), bidders have the option to submit their bids and bid bonds electronically. Bidding Documents from any other source are for examination only, are not considered complete and are not valid for bidding purposes. Neither the Red River Waterway Commission nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than those issued as described herein.
Bid Security equal to five percent (5%) of the Total Bid shall be in the form of a bid bond, certified check or cashier’s check as prescribed by LA RS 38:2218 must be attached to and made a part of the bid. If a bid bond is provided it shall be on the provided form and only on the provided form. Bid bonds must be written by a qualified company licensed to do business in Louisiana.
The successful bidder will be required to furnish a Performance Bond and Payment Bond written by a company licensed to do business in Louisiana in an amount equal to one hundred percent (100%) of the contract amount pursuant to the requirements noted in L.R.S. 38:2219 A. (1)(a), (b), and (c).
No bid may be withdrawn for a period of forty-five (45) days after actual date of the opening thereof.
The Owner reserves the right to reject any and all bids in accordance with Title 38 of the L.R.S. In accordance with L.R.S. 38:2212.B(1), the provisions and requirements stated in the Bidding Documents shall not be considered as informalities and shall not be waived.
The Red River Waterway Commission hereby notifies all bidders pursuant to this advertisement that they will be afforded an equal opportunity to submit a bid in response hereto, and will not be discriminated against on the grounds of race, color, sex, national origin or disability in consideration for an award.
A Non-Mandatory Pre-Bid Conference will be held at 10:00 AM local time on Tuesday, August 12th, 2025, at KSA Engineers, Inc., 1111 Hawn Avenue, Shreveport, LA 71107. Representatives of Owner and Engineer will be present to discuss the Project. Attendance at the Pre-Bid Conference is highly encouraged but is not mandatory. An optional project-site visit led by the Owner and Engineer will follow the Pre-Bid Conference.
