Specifications include, but are not limited to: 1. The proposal shall include the exclusive right to use the property, with the exception set forth below. The Bidder may charge a reasonable usage fee to teams and organizations. Public individuals will be allowed to use the facility when not in use but not organized clubs, teams or organizations. Occasionally Kenton County Parks and Recreation should have scheduling priority for recreation events not to exceed twice per calendar year. 2. The Bidder should have full authority to schedule the facility not to exceed current park hours of operation. The park is open year round from 7AM until dark. The Bidder should try to maximize field usage when possible. The Fiscal Court encourages the bidder to include outside organizations in the scheduling process to maximize field usage. 3. The Bidder agrees to maintain the fields in practice and/or game condition. The Bidder will be responsible for all maintenance items associated with the complex. The Bidder will supply all future needs for the fields, including, but not limited to, mowing, field lining, aerating, reseeding the fields as needed, maintenance and replacement of all soccer equipment, and trash pickup and removal, including providing waste receptacles. The Bidder will supply all equipment, labor and materials at its expense to accomplish such tasks. 4. The bidder acknowledges that the property is located in a flood plain and is subject to regular flooding. The bidder will be responsible for removing any debris in a timely manner to assure a safe playing condition. Occasionally the park will be closed due to flooding based upon the County’s discretion. 5. The Bidder agrees to pay the Fiscal Court a flat rate for each year of the contract. This rate should be included in the Bidder’s proposal. 6. The Bidder will maintain a policy of liability insurance on the property with a reputable insurance carrier in an amount of not less than $1,000,000 with the Fiscal Court listed as a named insured on the policy. A copy of the policy shall be provided to the Fiscal Court prior to the beginning of each soccer/athletic season. 7. The Fiscal Court encourages improvements to the facility to benefit the public. However, any modifications to the property must be submitted and approved by the Kenton County Recreation Commission. 8. All signage must be in compliance with all state, local and federal laws and regulations. The Fiscal Court agrees to allow lawful signage at the property with the understanding that it also has the authority to disallow unapproved signs. 9. The Bidder shall provide all equipment to facilitate soccer usage at the park.
