1. Support Commission staff with review and analysis of proposed net metering applications and tariffs from jurisdictional utilities as rate cases are filed. 2. Analyze and evaluate utility rate applications as they relate to net metering compensation and the rates applied to net metering customer usage. 3. Review, analysis, evaluation and create alternative utility marginal cost of service studies, avoided cost calculations, rates and proposals as related to net metering. 4. Provide ongoing analytical support to Commission staff. 5. Assist Staff in the preparation, review, and analysis of discovery requests and responses with respect to the cost-of-service studies, rate proposals, and initial tariff filings and potential alternatives and other submissions filed by parties and commenters in the proceeding. 6. Participate in Commission hearings during net metering rate case proceedings. 7. Initially, the consultant and Commission staff will conduct a project scoping meeting to review and refine the scope, task, and project approach requirements; establish a project plan, with key deliverables and milestone dates; and establish project management and communication protocols to ensure that the information needs of both Staff and the consultant are addressed. 8. Develop and submit for approval a projected budget for each assigned case, detailing the expected deliverables, staff assignments, estimated hours needed for each deliverable, and estimated cost, which shall not be exceeded without specific, written, authorization. 9. Personnel assigned to the project may not be changed without the written approval of the agency or its designated representative 10. Analyze and advise Commission staff regarding the impact of environmental compliance costs upon net metering rates.
