Specifications include, but are not limited to: Pursuant to KRS 278.708, site assessment reports on all applications filed for a certificate to construct merchant electric generating facilities in Kentucky may be reviewed by a consultant hired by the Siting Board. The successful vendor shall examine the elements of the site assessment reports, specifically those outlined in Subsections 3 and 4 of the statute, provide a written evaluation, and provide certain recommendations. The successful vendor shall be required to visit the specified site at least once and may be required to attend a community meeting. Upon the successful vendor being notified that an administratively complete application had been filed; they have sixty (60) calendar days to complete the site visit, review of the site assessment study, and submit a report. Upon the Siting Board’s request, the vendor may be required to offer oral or written testimony at the evidentiary hearing. The vendor shall identify the estimated cost of fulfilling this requirement in response to this solicitation. This should be provided separately from the cost proposal. The final report submitted to the Siting Board shall address all aspects of the site assessment report, which the agency is to consider, including deficiencies and recommendations, including any further mitigation measures as deemed necessary.
