Specifications include, but are not limited to: The Louisville/Jefferson County Metro Government Department of Corrections and the Louisville Youth Detention Services is seeking proposals for a turnkey Electronic Monitoring Solution for Home Incarceration Program (HIP). Both hosted and non-hosted solutions will be considered. The agreement will be a risk/needs driven program population capacity of 700 plus adult and juvenile offenders. The vendor will have quality systems and standards in place that conform to the quality system standards of ISO 9001 for design, production, installation and servicing of Electronic Monitoring Products and Electronic Monitoring Services. Requirement for this RFP shall include but are not limited to: • Web-based interfaces for: • Registration • Monitoring • Tracking • Violation reporting • Management reports of account access • Off-site monitoring services • Continuous RF (radio frequency) signaling electronic monitoring system operating on both standard telephone service and cellular services • Drive-by detection units • Optional remote alcohol detection technology • Smartphone technology for proposed solution • Passive and/or active GPS (Global Positioning Satellites) system and the provision of 24-hour off-site, centralized monitoring services • Risk Assessment Program • All necessary hardware for the proposed solution • All necessary software for the proposed solution • All necessary professional and technical services for the proposed solution.
