Specifications include, but are not limited to: -Map master list of phone lines county by county; -Identify all accounts of service at each location; -Check usage to see if service is currently in use; -Identify past and current billing errors for which AOC may seek recovery, including but not limited to improper charges, excessive tariffs, excessive features, and inflated billing; -Make recommendations to AOC regarding recovery and identify basis for recovery; -Recover refunds/credits from the telecommunications provider for identified errors; -Consult with AOC when litigation is required to recover refunds/credits, and provide documentation and expert testimony regarding the claim; and -Identify opportunities for future savings and advise AOC of corrective action to take for service elimination and cost reduction.
