XV. Quality: A quality motor fuel is desired and contaminated or degraded fuel will not be allowed. The supplied fuel shall be visually free of un-dissolved water, sediment, and suspended matter. It shall be clear and bright at ambient temperatures. The fuel to be provided under this quote must meet the following requirements: 87 Octane Unleaded Gasoline must meet current ASTM Standards On-Road Diesel Fuel #2 must meet current ASTM Standards for low sulfur On-Road Fuel Winter Additives must meet current ASTM Standards XVI. Spill Prevention: All bidders shall have an established, on-going fuel prevention plan and procedure to follow in the event there is an accidental fuel spill. In the event there is a spill or overfill, the successful bidder shall be responsible for notifying the Owner’s employee at the site or call the emergency phone number. In either case, a written follow-up shall be delivered to the Owner within 48 hours. The Contractor shall bear full responsibility for prompt and thorough cleanup of any and all spillage per all applicable EPA or other required specifications and regulations. XVII. Emergency Response: A specific plan to provide uninterrupted delivery of fuel before or during a natural disaster or emergency such as tornadoes, explosions, storms, fires, etc., or during fuel supply shortages is required with this bid. The plan shall include the names of at least two personal contacts and a method of contact 24 hours a day, 7 days a week in the event of a disaster or emergency. XVIII. Contractor Qualifications: The Contractor shall be an independent and/or duly licensed Contractor and possess the staff, experience, equipment and abilities to successfully provide all needed services. The Contractor and all employees and agents of the Contract shall fully comply with all city, county, state, and federal laws or mandates applicable to the services to be furnished. XIX. Pricing: The Contractor shall provide the Purchasing Department or designated department the delivered price and the wholesale rack price. This price shall be given to the Owner at the time the request for delivery is made and copy of rack pricing for the current week for the fueling system shall be provided. Note: Vendor’s markup is to remain firm during the entire life of the contract. XX. Delivery Requirements: When the fuel is delivered, an employee will be present. The delivering driver will read the tank meter before and after delivery. The delivering driver will meter the product into the tanks and sign and furnish a delivery ticket with the beginning and ending meter reading from the truck. All invoices shall have delivery tickets attached. A metered bill of lading from the loading terminal is not acceptable, the exact tank measurement is required upon delivery.
