The Kentucky Community and Technical College System (KCTCS) is seeking proposals from qualified, financially sound and responsible firms for the purpose of counseling and supporting KCTCS’ relationships with and priorities that come before the Kentucky General Assembly, the Executive Branch and other state agencies and affiliates. The firms shall exhibit and provide services including but not limited to: Assisting KCTCS in advancing priorities with the General Assembly and Executive Branch, including the state budget; Providing timely information about and analysis of current and potential state legislation and regulations that provide opportunities and threats to KCTCS’ mission; Assisting KCTCS with educating legislators, the Executive Branch and other stakeholders about the impact of potential legislation and regulations; Assisting KCTCS with identifying, understanding, and resolving state government relations issues; Linking opportunities between other partners and KCTCS that leverage and build upon the system’s strengths; Providing broad-based representation in a bi-partisan manner with state elected officials, agencies and affiliated entities; Supporting the general government relations strategy set by the president of KCTCS; and Providing other agreed-upon services as necessary. As the KCTCS state government relations consultant, the selected firm shall work with, provide assistance to and coordinate with the Chief Government Affairs Officer for KCTCS. In addition, the consultant may be asked to identify individuals, agencies or other groups with similar goals to KCTCS and assist in building partnerships advantageous to the system and its colleges.
