Specifications include, but are not limited to: Software and professional services to implement a new software systems environment to address the Metro Government’s needs related to financial management and human capital management. n doing so, the Metro Government seeks to address several challenges in the current environment, and gain future efficiencies, including, but not limited to: • Challenges in Current Environment: o Duplicate data entry into LEAP, PeopleSoft, department systems, shadow systems, and paper-based processes as well as lengthy error-check procedures exist o Metro business process relies upon manual and paper-based processes o Reporting is challenging in the current environment and often requires manual formatting and data manipulation o Document management capabilities with existing systems are limited o The current versions of LEAP and PeopleSoft are no longer supported o Some functions within existing systems have been unavailable for some time, without identified solutions • Opportunities for Improvement and Objectives: o Enhance operational effectiveness by making more timely, accurate, and complete information available to citizens, the Mayor, and Metro Government Council and other Metro government personnel o Minimize the Metro government’s operational, financial, and legal risk o Increase productivity by eliminating redundancy and unnecessary tasks o Improve management and public policy decision-making by increasing the ability to analyze data o Utilize and manage technology in a cost-effective manner o Increase operational effectiveness via improved system training o Enhance internal communications through IT and improved business processes o Track performance and key measurement indicators o Improve the ability to extract data for reporting open data to constituents
