Specifications include, but are not limited to: 1. Lead collaboration among KDE and other partners to develop biennial written communications plans that maximize educator response rates, raise awareness of the impact of positive working conditions on student success, and promote promising practices. 2. Create and maintain a Kentucky specific survey and survey website and domain. During each biennial survey cycle, provide quarterly website updates of relevant news, survey results, resources, and/or tools. 3. Provide the following for the school working conditions survey, to be administered during November and December 2025 and (if contract renewed) during following odd years: a. Conduct thorough pre-survey tests to ensure the survey instrument and database are fully functioning before the survey is activated. b. Create anonymous and random ID codes for all school-based, licensed, public educators specific to the school in which they work. c. Merge codes into an agency-approved letter containing survey details; work with partners to ensure that the letter and anonymous codes are delivered in a fully accessible format to each school level contact identified by the KDE; trouble-shoot to provide additional anonymous codes, as needed. d. Administer/Host the state-wide survey for a minimum of four (4) weeks and no longer than six (6) weeks. e. Provide live, online response rates in schools; lead collaborative efforts to increase survey response rates within districts and schools while survey is active. f. Collect survey results, maintaining anonymity of participants. g. Create and maintain a database that allows for state, district and school-level analyses while maintaining survey participant anonymity. h. Post survey instrument online.
