The State of Rhode Island has issued this Request for Proposal (RFP) for the purpose of obtaining bids for aProject Management Office (PMO) Contractor to assist in project management, quality assurance, portfolioplanning, management assistance and monitoring activities necessary to complete the American Recovery andReinvestment Act (AARA) oversight requirements. The PMO must be able to begin operations with little lead-time as soon as the State receives notice of the release of ARRA funds. Provide project management and consulting services to develop a process and structure along with the OERR tohelp ensure that agencies receiving ARRA funds, and the projects they sponsor, comply with:·Terms of the ARRA, including Federal Acquisition Regulations·Federal and State legislation and regulations, if any, pertaining to the ARRA Program,·Applicable state policies and standards.·Audit and transparency reporting requirements.The services are to be completed within 75 days from the project start date. A major project deliverable withinthe 75 days is the successful transfer of responsibilities to the State led OERR office. Due to the allotted timeframe, the vendor must comply with all requirements in the notice of award within three business days.
