Specifications include, but are not limited to: Due to the joint nature of the project and close proximity of the Counties, the LPAs are seeking a consultant to maximize project efficiency. To adequately budget for maintenance/repairs/rehabilitation, the LPAs are pursuing the establishment of a condition rating of the network of streets/ roadways maintained by the LPAs. Using information collected and recorded, it is further desired by the LPAs to objectively prioritize preservation and maintenance/repair efforts. The information and the overall management program must be compatible with the GIS capabilities of the LPAs and have the ability to generate reports that meet their specific needs. The overall results of the plan shall include but not be limited to: A physical evaluation of the LPA jurisdictional street pavement; Track of condition over time; and A recommendation of the frequency for updating the program, once it is established, as well as estimated type and amount of resources required in updating the program. A combination of distress survey methods will be considered. The consultant will be asked to justify the method used with recognition given to maintenance of the program within the current funding and budget climate
