Review current performance management practices. Morehead State University (MSU) currently administers a performance evaluation process for all non-faculty administration and staff employees approximately 800 total employees participate in the program. Performance appraisal forms, policy and University Administrative Regulation attached. While participation levels are very high, performance ratings are skewed toward higher ratings, and anecdotal feedback indicates waning enthusiasm and value derived from the process. Morehead State desires a third party consulting partner who will review current practices in performance management, and be able to compare, preferably through similar assignments and proprietary research, MSUs process against best and prevalent practice. Describe the process suggested for gathering, consolidating, and reporting feedback. Provide examples of different approaches and how to determine a proper mix of individuals to be involved. Design a contemporary approach to performance management. Create a new vision for what performance management can be at MSU. Using the consultants extensive experience with similar kinds of engagements, MSU would like to develop a revised approach to performance management, including: Roles and responsibilities in the process Goal setting/performance planning Ongoing coaching and feedback Performance reviews, including the number and definitions of performance ratings Examine the current link to compensation decisions and suggest possible revisions as appropriate. Consider whether all aspects of the suggested performance management approach should apply uniformly across staff employee groups, and what elements should be added/changed/deleted for: Exempt (Non-Faculty) Nonexempt Suggest approaches to needed performance management training and potential downstream additions, such as multisource feedback.
