Specifications include, but are not limited to: On behalf of the University of Louisville Libraries, Procurement Services will receive proposals from qualified security firms for regularly scheduled security guard services as further outlined within this Request for Proposal. The public areas of the Kornhauser Health Sciences library consist of two (2) floors, the 2nd and 3rd floors of the Kornhauser Library and Commons Building located on the UofL Health Sciences Campus. Security services are needed to provide a safe and secure study space for students, staff, and faculty of the University of Louisville during late evening and overnight hours 7 days a week, including some daytime hours on University holidays. Required Security Hours: Sundays through Monday 8:45 PM to 7:00 AM Monday through Tuesday-10:45 PM to 7:00 AM Tuesday through Wednesday -10:45 PM to 7:00 AM Wednesday through Thursday - 10:45 PM to 7:00 AM Thursday through Friday - 10:45 PM to 7:00 AM Friday through Saturday 9:00 PM to 9:00 AM Saturday through Sunday 9:00 PM to 9:00 AM Holidays which may require security staff: Martin Luther King Day Memorial Day Independence Day (observed) Labor Day Early release day before Thanksgiving Day Thanksgiving holiday Required hours may be increased or decreased in the event library hours are updated due to COVID-19. GUARD RESPONSIBILITIES The following contractual items and detailed security specifications serve as mandatory requirements for any successful proposer. All interpretations of the contract terms will be made on the basis of this document. All proposals submitted without exceptions will indicate that the proposer intends to meet these specifications in their entirety and without exception. Oversight of the contract will reside with the Kornhauser Health Sciences Library. 1. Two qualified security guards will be on duty at all contracted hours as stated above. University reserves right to adjust these hours and or require additional hours upon mutual consent of all parties. 2. While on duty, one guard will walk the public area of the library and count how many people are in the building every hour. This will be recorded on a log sheet and turned in to designated UofL representatives on a daily basis. 3. One guard must remain at entrance/exit doors AT ALL TIMES. 4. If UofL property (Books, periodicals, etc.) is taken by student, guards are to write down name from a valid picture ID with title of items taken. This information is to be delivered to a UofL staff person at shift change each day. When gate alarm rings, DO NOT touch student’s personal items. Simply ask, “Do you have something that is causing the gate to ring?” It might be a personal cell phone or their own laptop that causes the gate to ring. If it is a book or an item that belongs to the library, write down the name/title of the item and the student’s name as indicate above. Please allow them to take the item. Hand the information to UofL staff at shift change.
