This document constitutes a Request for Proposals for a Personal Service Contract from qualified individuals and organizations to furnish those services as described herein for the Commonwealth of Kentucky, Justice and Public Safety Cabinet, Kentucky State Police. Offerors are advised that any personal service contract resulting from this RFP must comply with all applicable provisions of KRS 45A and KRS 12.210 prior to becoming effective. The KSP is seeking laboratories for outsourcing and off-site analysis on forensic samples of various sample types utilizing Sero, Y-Screen, DNA, Y-STR, mtDNA, FGG (including by means of Single Nucleotide Polymorphisms (SNP) and/or Whole Genome Sequencing (WGS), FGGS, and/or FGGP. Due to various sample types, as well as the quality, the quantity, the source, and whether the sample is single sourced or mixed, it is important to have options to utilize multiple laboratories based upon the needs of each individual case. Laboratories are not required to bid on every analysis service. It may be necessary to utilize more than one laboratory to complete all the needed analyses for a case.
