Specifications include, but are not limited to:The Kentucky Commission on Military Affairs (KCMA) is seeking a contractor to study the Cyber Security industry in Kentucky. The study will analyze the state’s current cyber security infrastructure (power grids, air traffic controllers, financial systems, communication networks, and stored personal identified information) to determine the overall readiness in protecting critical structures and information. Additionally, the study will assess how Kentucky can develop this sector for economic potential. Recommendations will be provided for education, legislation, economic incentives, and workforce structure to ensure the Commonwealth of Kentucky has efficient and robust systems in place in order to protect statewide infrastructure, organizations and the privacy of its citizens. The cybersecurity study is the Commonwealth of Kentucky’s initial assessment within this industry sector. The study’s scope is to be a broad overview outlining statewide cyber assets, critical infrastructure, while providing recommendations to further this industry in an age of rapid technological expansions. While the recommendations of the study are expected to be detailed, its primary purpose is to be a broad analysis of cyber assets and infrastructure. For example, the scope of the study does not require breaking each area down into its smallest component or to run tests. Additionally, it will not be necessary to conduct any testing of security systems or to test companies and/or agencies on their current protocols.
