Following are tasks the communications/marketing firm may be asked and shall be able to perform upon direction of the District 5 PIO. A. STRATEGIC COMMUNICATION PLANNING AND IMPLEMENTATION: a. Facilitate a kickoff meeting and periodic strategy sessions with the KYTC District 5 PIO and project leadership to align communication goals, key messages, and priority projects. b. Develop a detailed one-year communications plan for major Louisville-area infrastructure improvement projects, with long-term recommendations (two-year and three-year vision) to coordinate messaging across multiple major Louisville-area infrastructure projects. c. Establish a unified communication framework that connects individual project updates to KYTC’s broader mission of safety, mobility, and community investment. d. Create a master communications/marketing calendar to coordinate timing of major announcements, traffic impacts, and milestones. e. Provide recommendations and guidance to KYTC District 5 on the most effective methods and channels for reaching target audiences in the Louisville-area based on data, insights, and local feedback. f. Implement approved communications/marketing plans over the duration of the contract in close coordination with the District 5 PIO. B. BRANDING AND CREATIVE DEVELOPMENT a. Develop a unified brand identity and visual theme for Louisville-area transportation projects (e.g., “Building a Better Louisville”) that creates cohesive messaging and visually links KYTC’s mission to the upcoming and ongoing improvements, reinforcing public understanding and trust. b. Design and produce graphics, logos, templates, and a style guide for use across social media, the KYTC District 5 website, and video assets. c. Create high-quality marketing materials including videos, infographics, maps, and digital content to support project updates. d. Assist in the design and printing of flyers, maps, and other collateral as requested by KYTC. e. Ensure all creative deliverables reflect KYTC brand standards and accessibility requirements. C.
