The project scope will include all items necessary to complete or maintain in-lieu fee mitigation projects except for construction. This will include but is not limited to the following: • Site identification • Coordination with stakeholders • Property boundary surveys, preparation of plats and legal descriptions, and boundary marking • Property and easement acquisition research • Topographical surveys • Legal services related to property and easement acquisition • Temporary Construction Access Easements or similar • Easement monitoring and compliance activities • Utility relocation design when related to in-lieu fee projects • Preparation of conceptual design plans • Engineering design and plan preparation including modeling • Data collection • NEPA Coordination • Section 106 (or similar) coordination with the State Historic Preservation Office (SHPO) • Section 7 Endangered Species Act coordination • Biological Assessments, surveys, monitoring, and reporting • All required permits and supporting documents including but not limited to 401 Water Quality Certification (WQC) from Kentucky Division of Water (KDOW), Stream Construction Permit (Floodplain Permit) from KDOW, and Kentucky Pollutant Discharge Elimination System (KPDES) from KDOW, 404 Permits from U.S. Army Corps of Engineers (USACE), Encroachment Permits from Kentucky Transportation Cabinet (KYTC), and/or local permits • Presenting plans and concepts to regulatory agencies • Construction Oversight • Non-construction related remedial or maintenance activities • Adaptive Management Plan development • Post construction monitoring and all related reports, coordination, and meetings • Data management • Other non-construction activities that may be required but not listed
