Specifications include, but are not limited to: The Commonwealth of Kentucky through the Finance & Administration Cabinet, Division of Engineering is seeking design services for the relocation of the Department of Corrections Medical Facility currently housed at the Kentucky State Reformatory (KSR). The new Corrections Medical Facility will house functions for a medium security inmate population that is intended to provide Medical treatment units of which dialysis is a component, Medical Dorm Housing, Nursing Care Facility, Daily Assisted Living Unit, Corrections Psychiatric Treatment Unit (CPTU), Chapel for inmate services, Food Preparation/Serving/Delivery and Medical Storage. Programming for design will be critical to do site analysis, space planning and program utilization to house the current population at KSR plus the ability for population growth. The current relocation site under review is the Blackburn Correctional Complex (BCC) located in Lexington, KY situated on approximately 456 acres. This Complex currently houses roughly 320 minimum security adult male inmates. The Kentucky Thoroughbred Retirement Foundation is a Second Chance Farm that is also located on the grounds and occupies 100 acres of BCC. Sensitivity to nearby surrounding neighborhoods, farms, Kentucky Thoroughbred Retirement Foundation and the Interstate Roadway are important considerations in the site design. Security, durability, longevity with low maintenance for new construction are priority design aspects to incorporate in a manner that also respects the goals of rehabilitation, treatment, health and wellness. Design is to meet the requirements of all authorities having jurisdiction including but not limited to the American Correctional Association compliance requirements, Kentucky Building Code and all applicable Kentucky Statutes. Design Professionals are to have experience with and are to achieve requirements of Kentucky High Performance Standards. Site design is to provide security fencing surrounding the new medical facility, secure gate access, security lighting and paved access for delivery, staff, visitors, emergency vehicles and parking. This design also includes confirmation of building locations, layout, archaeological/historical survey, all site design permit approvals, site utility & infrastructure, security fencing/gates, security lighting and paved access for delivery, staff, visitors, parking and emergency vehicles. Design is to include full site survey services as well as structural special inspections & testing. Phase A design is to be completed by September 24th, 2021 in order to allow the Department of Corrections to modify their 6 Year Capital Improvement Plan by October 1, 2021 deadline.
