A. Onboarding and Transition The selected PM shall work closely with the Owner and Development Team to ensure a seamless transition from construction completion to stabilized occupancy. Within ten (10) business days of the contract award, the PM shall: 1. Participate in an onboarding kickoff meeting with the Owner and the project working group, which may include members of the development team, architect, general contractor, Section 8 team, and others. 2. Receive and review all project-related documents, including project plans, unit mix, regulatory requirements, affordability restrictions, supportive service coordination expectations, and lease-up schedule. 3. Finalize Property Management Plan: Within ten (10) business days of contract execution, the PPM shall finalize and submit a comprehensive Property Management 5 Plan for Owner approval. This plan will incorporate elements outlined in the approved proposal (Section C.2) and any additional requirements negotiated in the Management Agreement. The plan must reflect operational readiness for lease-up and stabilized occupancy and will serve as the baseline for ongoing performance monitoring. B. Furniture, Fixtures & Equipment (FF&E) Owner will provide: • All building FF&E in common areas and amenity spaces, as noted in the final approved design package • Property management office buildout per plans, including basic office infrastructure (workstations, IT infrastructure, interior signage as required) PM shall provide: • Property management office equipment, software, and supplies • Any additional FF&E or office-specific items required to fulfill ongoing management responsibilities, unless otherwise negotiated. C. Pre-Lease-Up Responsibilities PM is responsible for proactive lease-up and occupancy coordination beginning no later than 120 days prior to anticipated construction completion (“Lease-Up Period”). Responsibilities include: • Conducting eligibility screenings and waitlist management in accordance with project-specific income and program requirements. • Implementing a marketing and outreach plan aligned with Fair Housing, Affirmative Fair Marketing, and local referral networks. • Coordinating with supportive services partners to ensure referrals and warm handoffs. • Conducting applicant interviews and preparing income certifications • Scheduling move-ins and monitoring occupancy targets PM must attend regular project meetings prior to construction completion through stabilized operations.
