Specifications include, but are not limited to: The Kentucky Department for Libraries and Archives (KDLA) annually receives a federal grant under the State-administered Library Services andTechnology Act (LSTA) through the Institute of Museum and Library Services (IMLS). KDLA administers the grant funds according to successiveFive-Year Plans submitted to and approved by IMLS. Prior to the end of each five-year period, IMLS requires an independent evaluation andreport of the activities associated with the LSTA Program. Objectives of each Five-Year Plan are designed in such a manner that theeffectiveness of programs and projects can be evaluated for progress or lack of progress toward meeting the plan goals. The evaluation is laterused as a tool to develop the goals and objectives of the new Five-Year Plan for the next 5-year interval
