Specifications include, but are not limited to: The City of Manhattan is issuing a request for qualifications (RFQ) announcement for professional services from registered engineering firms with experience in municipal engineering, rural and urban stormwater hydraulic/hydrologic modeling analysis using HEC-RAS 2D flood modeling or other similar 2D flood modeling software and experience in training and educating individuals or groups on the software package. The Consultant’s services will include the building of a stormwater model for the Wildcat Creek Watershed in Riley County and Manhattan, Kansas. Develop a 2D Stormwater Hydraulic/Hydrological Model using HEC-RAS or other similar flood modeling software for the Wildcat Creek Watershed for the City of Manhattan and Riley County that includes the following: • The Consultant shall use the City and County existing FEMA Flood Insurance Study model, stormwater GIS database and LIDAR data to develop a 2D flood model using HEC-RAS software or other similar software. A detailed report that will address the technical methodology, model development, calibration, and results will be delivered with the completed 2D flood model. • Develop and implement a training protocol to instruct City and County staff on the stormwater model setup and use of the stormwater model software. The intent of the training protocol is so that the City and County staff will have a sound understanding of the model and software so that infrastructure research can ultimately be conducted in-house during the planning process.
