Specifications include, but are not limited to: Information and materials adequate and formatted to fully satisfy Kansas solid waste laws, regulations, and guidance. Updated demographic information for the County and its cities. A detailed description of the current solid waste management practices and systems in place in Shawnee County and in each of its cities, and the associated service costs to residents and businesses. A summary of the major components of past Shawnee County Solid Waste Management Plans, with an emphasis on the 2020 Plan. An analysis of the effectiveness of the 2015 Plan and subsequent Plan implementation efforts in meeting the goals laid out in the 2020 Plan. This should include a comparison of current per capita waste generation, waste diversion and waste disposal rates with the rates estimated in the 2015 Plan, and a comparison of current county rates with statewide rates and the rates of other communities with similar demographics. An analysis of current county-wide recycling rates by sector (commercial, residential) with a comparison of those rates against the rates estimated in the 2015 Plan and against current national recycling rates and bench-marking rates from communities with similar demographics. ; A review and summary of state or federal legislative and regulatory actions (or proposed actions) that could impact future solid waste management options for the County. An updated local analysis of the costs to recycle a ton of material compared with the cost to dispose of the same ton. A “readiness” evaluation and recommendations for dealing with solid and hazardous waste problems in the County that might result from a natural disaster such as a large tornado or widespread flood. Tracking and performance evaluation tools that SCHD can use to periodically assess and report on the effectiveness of the new Plan in achieving its goals.
