Specifications include, but are not limited to: Supervisor position - The roving guard will patrol the perimeters of the buildings on foot as well as the parking areas for employees for the aforementioned locations . This guard will also fill in for lunch, breaks and relieve the other guards at all locations. Daily stops and a presence for events at any of the four locations is also required for the Roving Guard. However, the following holidays are not included: New Year ’ s Day, Martin Luther King Day, Memorial Day, Independence Day, Labor Day, Veteran ’ s Day, Thanksgiving Day, Christmas Day or any other days designated by the Governor for the closing of State offices. The Contractor shall manage staffing so that individuals are not working overtime as overtime generally will not be approved by DCF or KDADS. Should extreme circumstances result in the approval of overtime, the OT rate to the Contractor shall be no more than a factor of 1.4 per hour. 4 .3 Services to be Performed Provide Liability and Workers Compensation coverage for their employees; Follow up on any questions or concerns regarding services promptly; Ensure all Certificates of Insurance are current and up-to-date and are provided to DCF as soon as possible upon renewal and/or when changes are made; Provide parking lot security for DCF employees during prime hours of commuting to and from work, with the specific hours to be established by the DCF office; Attend any mandatory court appearances outside of normal work hours required; mandatory court appearances outside of normal work hours will be extra at the hourly contract rate. Assure compliance with any and all local Security Guard licensing and/or permit requirements imposed by the City of Topeka (and/or any other governing body requirements, such as may be imposed during the life of any contract arising from this RFP); Provide an permit Supervisor; Sworn, off duty police officers shall be licensed officers in Kansas with permission from their respective police departments to work in Topeka Kansas in Shawnee County. All sworn, off duty police offers shall have Law Enforcement powers in Kansas; 4 .3A Company Managers ’ Minimum Requirements: Provide a schedule of weekly services and time sheet – ensuring officers are available to respond to situations in 5 minutes or less. Issue post instructions for officers Ensure that personnel: Perform their assigned duties according to issued guidelines Enforce the Rules & Regulations established by the DCF Topeka Offices Properly utilize DCF property Make proper notifications according to issued guidelines Notify local law enforcement of crime trends to aid with crime prevention strategies Meet with the facilities manager on a quarterly basis to discuss crime trends and crime prevention strategies Maintain communication with businesses and community groups Issue Security Awareness Bulletins as often as required Train and evaluate personnel as needed Appear in court upon subpoena Follow up on any questions or concerns regarding service promptly 4 .3B Company Supervisors ’ Minimum Requirements: Ensure officers: Perform their assigned duties according to the issued guidelines Enforce the Rules & Regulations established by the Topeka Offices Are properly utilizing DCF property Complete required reports correctly and timely Ensure the proper facilities manager or designated representative is notified of: Emergencies Criminal activity of a serious nature Serious incidents of concern Safety/liability hazards requiring immediate attention Meet with the proper facilities managers at least monthly for status updates Review/approve reports from guards and ensure they are being turned in to Company Managers Follow up on any questions or concerns regarding service promptly Train and evaluate personnel as needed Appear in court upon subpoena 4 .3C Non-Sworn and Off Duty Sworn Officers Minimum Responsibilities: Provide an extra set of eyes and ears for on duty, sworn law enforcement Serve as a visual and physical deterrent to crime Perform duties in an efficient, professional and conscientious manner Enhance the perception of safety Improve the quality of life Establish and maintain positive relationships with client representatives Be courteous and helpful to all patrons Self-initiate activity Enforce Rules & Regulations of DCF Appear in court upon subpoena Respond to dispatched and self-initiated situations such as: Alarm response (panic and fire alarms) Assault Assist Fire/EMS Assist Police Assist the public Back-up Guard Battery Building Check Officers are required to periodically patrol the interior of the building according to agreed upon procedures established with DCF Burglary (auto as well) Casualty Check welfare Courier service Court Criminal damage Criminal threat Disturbance Escort service Officers are required to accompany patrons and DCF representatives to their vehicles upon request Fire Fraud/Forgery Indecent exposure Intoxicated person Liability or safety hazard Lock/unlock doors (if requested) Loitering Lost property Medical emergency Nature unknown Panhandling Parking Lot Check Officers are required to periodically patrol the parking lot on foot according to agreed upon procedures established with DCF Suspicious activity Theft Traffic hazard/complaint Trespass/Ban Officers are required to ban necessary persons from the premises according to agreed upon procedures established with DCF Vice/narcotics Visitor screen/documentation Provide communication: Notify police, fire and/or medical in cases of needed assistance or emergencies Officers are required to attempt to maintain order until arrival of first responders Notify the proper facilities manager or designated representative of: Emergencies Criminal activity of a serious nature Serious incidents of concern Safety/liability hazards requiring immediate attention Non-Sworn Officers are required to provide proper documentation by: Completing daily activity logs Completing incident reports for required Calls for Service Types Leaving all reports at the site office for review by upper management and DCF personnel
