Specifications include, but are not limited to: All equipment and accessories shall be of current model, new and unused, under standard production by the manufacturer. All parts utilized on the unit shall be new and unused. • The Livescan contractor must have been previously approved/certified by the KBI • The Livescan contractor must comply with the FBI electronic fingerprint transmission specifications - Must be FBI certified • The Livescan contractor must comply with the KBI NIST Standard and requirements to connect the Livescan to the KBI AFIS • The Livescan contractor must capture, process, and transmit applicant fingerprint records to the KBI AFIS at 1000ppi • The Livescan software must be compatible to print FD-258 standard applicant fingerprint cards to a Xerox brand PHASER 4510 Model printer or provide pricing for a similar printer compatible with their software. • The Livescan must be able to perform data edit/validation based on the tables and business rules provided by the KBI. Only valid fingerprint data should be submitted to the KBI AFIS • The Livescan software must feature out of sequence fingers checking and missing fingerprint images capabilities • The Livescan software must allow the Livescan operator to correct and resubmit rejected records by the KBI AFIS. The operator must be able to insert a “Y” in Tag 2.650 – Record Resubmission Flag, before the record is resubmitted The Livescan software must allow the Livescan operator to control the number of records to be resubmitted to the KBI AFIS in case that the Livescan has been down and records have been accumulated in the hard drive. • Include onsite training and installation for the Livescan users • Include user/operator’s manual and any training documentation • The Livescan contractor must provide Help Desk 8x5 services to report issues ask questions related to the Livescan as part of the maintenance contract • The Livescan contractor must “specify or mean time to resolution of support issues” the service response time once an issue has been reported by the customer. • The Livescan vendor must be able to ensure continued support options for a minimum of 5 years. • The Livescan contractor must provide an estimate on the total number of fingerprint records the Livescan hard drive could hold, before they are being deleted by the Livescan software to give room for new records. • The Livescan contractor must include costs associated with Livescan shipping/handling, configuration, installation, connection to the KBI AFIS, submission of test records for the KBI staff review and approval, training documentation, and user’s manual. • The Livescan contractor must be able to install the latest version of the KBI Code Tables updates, as soon as they are released by the KBI, within a reasonable period of time. • The Livescan system (without a printer) must be portable capable via a heavy duty protective case such as a Pelican case.
