Specifications include, but are not limited to: 1.Develop Integrated Plan Update Vision and Scopea.Identify opportunities to incorporate additional local priorities and partnerships.b.Update scope of Integrated Plan based on opportunities for utility and community group collaboration.2.Identify and Characterize Water Quality, Human Health & Regulatory Prioritiesa.Assess latest regional water quality data.b.Identify and characterize new and evolving regulatory issues, such as Total Maximum Daily Loads (TMDLs) and impairments, revised water quality standards, biosolids regulations and updated permit conditions.c.Prioritize water quality and regulatory issues based on local and state priorities.3.Update and Refine Evaluation of Existing System Performancea.Using the results of the Phase 1 IP system evaluation, assess the collection and treatment system performance compared to level of service goals using current and potential Key Performance Indicators (KPIs).b.Identify opportunities to improve collection and treatment system performance and increase efficiency. c.Meet with JCW staff from various workgroups to discuss potential KPIs and efficiency opportunities and gain consensus on which opportunities to incorporate into the Phase 2 IP.4.Confirm Drivers and Refine 25-Year Project Prioritizationa.Evaluate the current Johnson County growth trends with JCW staff and refine the costs and timing of system expansion needs.b.Identify and characterize new and/or evolving utility drivers and develop strategies to meet those needs.c.Develop collection and treatment system improvement needs based on previous and new studies. Examples include updated condition assessment information, ongoing treatment facility planning and targeted updates to the collection system modeling and optimization efforts.5.Develop a Public Engagement Programa.Develop and implement a strategic public engagement plan to help guide prioritization of potential wastewater improvements and to build consensus for the Phase 2 IP.b.Develop outreach materials to be used in various aspects of the program, including social media applications such as Twitter and Facebook, and stakeholder meetings.c.Work with JCW to identify key community opinion leaders, including elected officials. Implement an engagement plan and collect feedback to be incorporated into the Phase 2 IP.d.It is anticipated that this scope item will be executed in parallel with Task 7 of the Integrated Plan Delivery Support scope of services found on page 11 of this RFP.
