Specifications include, but are not limited to: assess and evaluate the juvenile justice system in Johnson County, Kansas. The department is awarded a finite amount of dollars each year to facilitate state-mandated and elective programming within the district and it’s essential that local and state resources be used to maximize performance and service delivery. This assessment will be used by the department to evaluate existing services for youth and their families in Johnson County and to identify potential enhancements. Additionally, the assessment will be used by the department’s Juvenile Corrections Advisory Board as a vehicle to evaluate existing programs and to make recommendations that will guide future decisions related to the development and implementation of alternative programming. The primary deliverables associated with this solicitation include the following: • Evidence-Based Programming / Practices: The contractor will assess existing programs for justice-involved youth and their families in Johnson County. This will include an assessment of evidence-based programming, curricula, target populations, staffing patterns, supervision, responsivity, utilization of incentives and sanctions, program facilitators, training, outcome measurements, and overall adherence to the Eight Principles of Effective Intervention (https://nicic.gov/implementing-evidence-based-practice-community-corrections-principleseffective-intervention). The contractor will make recommendations regarding the continuation and/or modification of existing programs and future programming that should be considered by the JCAB.
